Situated in the Balkans, in Southern Albania, and close to each other, they bear witness to the wealth and diversity of the urban and architectural heritage of this region.
Co-PLAN, in the role of the main implementing organization, has built on the working experience and relationships established during the last three years in the targeted municipalities.
The overall project goal is to consolidate municipal capacities to use the Mid Term Budgeting Program MTBP as a vehicle to articulate municipal fiscal and program policies through a broad participatory process in order to communicate these policies to a diverse audience.
The project addresses two main issues: Considering that Albania has been characterized by limited, if not poor, urban planning and land management over the past 20 years, the importance of a territorial planning law cannot be overstated.
At best, it could be viewed as a catalyser in initiating incentives that aim at strengthening the national urban planning and management scene.
Prior to the designation of the secondary legislation regulations, the project, ensured to obtain an overall picture on the intricacies of national territory planning issues, at both national and local level, to prevent challenges at an implementation stage.
This process relied to a great extent, on cooperation and dialogue between all parties and interest groups involved, and was carried out by a working group A final draft of three regulations required by law, respectively the Uniform Planning Regulation, the Uniform Development Control Regulation and the Model Planning Regulation, was submitted to the Government of Albania in November Further developments are expected in SeptemberKomunikimi ne organizate when the Government of Albania plans to discuss the secondary legislation of the national territory planning law.
Fifteen interviews with Local Government representatives, in fifteen different LGUs highlighted concerns and matters of interest concerning territorial planning legislation.
A list of LGUs concerns, as identified and prioritized during the regional meetings, were documented and reported in writing. A policy paper and action plan were prepared on the future steps for designing secondary legislation and implementing the territory planning law, and submitted to NTPA.
A secondary legislation working group was set up, a methodology was produced together with an activity plan, and tasks and responsibilities were assigned to all group members, based on findings from the regional round-tables.
A rapid assessment of four urban zones was deployed by the NTPA experts, in the towns of Vlore, Durres, Kamza, Shkoder, to help determine the appropriate methodology and terminology to be used in the secondary legislation. Three draft regulations were prepared through 3 rounds of drafting processes, and submitted to NTPA in November 30, Tet-a-tet meetings were organized with app.
Three rounds of 2-days meetings were held with the participation of app. April - February Donor: Albania Intergovernmental transfers in Albania, with a particular focus on their relationship to central politics, constitute the research topic for this project, which in itself is considered as a research study.
The research study comes as the compulsive step to be undertaken from Co-PLAN after working with eight municipalities in assisting them to improve local economic development and financial performance through the preparation of capital investment plans and better levies of taxes.
The overall goal of the research study is to generate policy discussion in regard to how local revenues derived from national sources and what could be policy alternatives to guide the design of intergovernmental transfers and to measure their performance.
The basic research questions were focused on: Through desk review, qualitative and quantitative data collection the study generated up to date information on the intergovernmental transfers and relevant criteria, analyzed trends and patterns, and provided policy recommendations for both central and local government and other interested actors.

It brings a relatively small contribution to local revenues. In part, this derives from the numerous administrative weakness of this tax management, rather common in transition economies.
